"We recently reported that U.S. Sen. Dianne Feinstein (D-Calif.), sponsor of the federal "assault weapon" and "large" magazine "ban" of 1994-2004, is asking President Barack Obama to direct the BATFE to reinterpret a provision of the Gun Control Act of 1968 to prohibit the importation of various semi-automatic firearms and their parts.

In a letter to Obama, the text of which was included in an article published by the Daily Caller, Feinstein said that, "at a minimum," the BATFE should:

prohibit importation of all semiautomatic rifles that can accept, or be readily converted to accept, a large capacity ammunition magazine of more than 10 rounds . . . . prohibit semiautomatic rifles with fixed magazines with a capacity of more than 10 rounds, prohibit the importation of the frame or receiver of any prohibited rifle . . . . prohibit the practice of importing assault rifles in parts …. prohibit the use of a "thumbhole" stock . . . . and prohibit the importation of assault pistols.

This request is similar to the type of failed legislation Feinstein introduced in Congress last year (which would have imposed the biggest gun ban in American history), only this time she's trying to achieve some of her ends through soliciting the president's use of executive authority over firearm imports.

Joining Feinstein in the fray this week were 80-plus U.S. House members who wrote their own semi-auto firearms import ban proposal letter to President Obama. Initiated by Reps. John Conyers (D-Mich.) and Eliot Engel (D-N.Y.), the letter urged Obama to compel the Bureau of Alcohol, Tobacco, Firearms and Explosives to expand its ban on the importation of semi-automatic firearms. One might think it doesn't make sense for Feinstein and these House members to agitate for gun control in an election year, especially one in which a number of anti-gun senators and representatives are going to be facing the voters, but they are that obstinately committed to gun control.

Please take action NOW to stop these proposed restrictions on the importation of firearms. Please contact your U.S. Senators and your U.S. Representative TODAY, and tell them to OPPOSE a ban the importation of various semi-automatic firearms and their parts.

"Last Friday, Attorney General Eric Holder testified before a House appropriations subcommittee on behalf of his department's proposed budget for FY2015.

Apparently, Holder didn't think anyone would read his written submission, because he all-but-admitted that Obama intends to implement a Universal Gun Registry by executive fiat.

He also asked Congress to help fund so-called “smart gun” technology, which would prevent a gun from firing unless the shooter is wearing an accompanying bracelet or ring.

“Smart guns” are a dumb idea

Given that “smart gun” technology only works about 80 percent of the time -- according to the New Jersey Institute of Technology -- gun owners almost universally consider this a “dumb” idea.

Even police have rejected the “dumb gun” approach for themselves.

Currently, there are no such guns on the market in the United States.  One gun store did briefly offer an Armatix .22 caliber earlier this year, but public outrage forced them to pull the handgun from the shelves.

Holder pushes a Universal Gun Registry

This year’s Obama budget shows how the administration is trying to quietly create the infrastructure for a universal gun registry.

In proposed “Program Increases” for the FBI, Holder has this to say:

“This program enhancement will double the capacity of the existing NICS [National Instant Check System] system.  These expansions are vital in ensuring that the NICS system can support a Universal Background Check requirement, which is expected to double gross NICS transactions.”


It may have escaped the Attorney General's notice, but the Democrat Senate defeated his Universal Background Check requirement.

So, in effect, Holder's asking for $100 million and 524 personnel to implement a program Congress rejected.

But that's not all.

Holder seeking more ATF agents to copy to 4473 forms

In the section on ATF “Program Increases,” Holder demands $51.1 million and 255 agents and other personnel for enforcement and inspections.

In case anyone has forgotten, these are the people who are going to the FFL's in connection with “annual inspections” -- and physically copying all the 4473's and bound book entries.  GOA has reported on these efforts before, and one can read first-hand accounts from gun dealers here and here.

So under Holder's proposed budget, many more 4473's would be copied and fed into ATF's de facto registry.

At the same time, Obama's illegal Universal Background Check -- implemented, presumably, by executive fiat -- would ensure every gun transaction would have to go through an FFL.  And this, of course, would guarantee that every American gun owner would have a 4473 which can be copied.

Think about it.  With Republicans expected to take the Senate this fall -- and Obama stymied legislatively -- he has every incentive to go "full tyrant."  And that, apparently, is exactly what he intends to do.

But we have no intention to sit back and let Holder take away our Second Amendment rights.  We have drafted legislation to prohibit ATF from copying 4473's -- and to require it to destroy any 4473's it currently has.

UPDATE:  GOA recently alerted you that an import ban on certain ammunition could be forthcoming from the ATF.  Well, it’s official now -- the ATF just declared that Russian-made 7N6 5.45x39 ammo is armor piercing.  This lawlessness represents another reason that Congress needs to cut t he ATF’s budget.

“I can’t believe how quickly the members of Iowa Gun Owners stepped in and helped us with this local problem. Tell them that gun owners in George extend a huge ‘Thank you’ to them and a bunch of us will be joining IGO immediately!”

This was the call that I got this morning from multiple residents of the city of George, IA, who were mobilized yesterday en masse with the help of Iowa Gun Owners as the George City Council was poised to vote, today, on a proposal to ban all defensive weapons on city property.

But unlike some of city bans that we’ve seen, this small town in NW IA has a true “Boss Hogg” mentality as the language had a carve-out for elected officials like the very City Council members who would be voting to end your ability to defend your family!

That’s right, “elected officials” would still be allowed to carry at the town hall, town pool, town baseball complex, etc.

But the taxpayers who pay to build and maintain these city properties would have to hope that a deputy could make it to town in time to save them should a violent criminal attack them.

We alerted you by email and also on our 42,000 person strong Facebook page and asked you to take action – and you did!

You swarmed the City Council and mayor’s office with calls and the council immediately began to have second thoughts.

Of course, the city attorney, from the same law firm that drafted this “Boss Hogg” language in the first place, was working overtime with multiple emails to our office wanting the pressure to stop.

It didn’t.

Finally, after the word was spreading all over the state by email and social media the City Council announced that they were cancelling their meeting for today and doing away with this proposal on the advice of the same attorney whose firm drafted this language and put this sign on the front door of the town hall.

(After an outpouring of calls from gun owners, the George, IA City Council has cancelled tonight's meeting and announced on the bottom page in the picture above that the proposal to ban guns on city property is not moving forward.)

IGO members who live in George are reporting to us that today the town hall isn’t even open for business.

Of course any time a governmental body gets caught violating or attempting to violate the civil and constitutional rights of the population they often will recoil initially and then come out with a story about how they were receiving “threatening phone calls.”

Having gotten to know some of the players that are involved in this situation in George, we wouldn’t be surprised to see that happen here.

Just know that this is par for the course whenever citizens like you and I band together and insist that government leave our gun rights alone.

The council has told some of you that this “Boss Hogg” proposal was done because they are concerned about a possibly “disgruntled” resident doing something violent.

While we have no knowledge of that situation, its all the more reason why George should NOT be making it harder for law abiding taxpayers to have defensive firearms available to them!

All of this brings up a major point that hundreds of you have asked us about in the last day by calling, emailing, and sending us messages on Facebook – how is this possible when Iowa code 724.26 clearly states:

A political subdivision of the state shall not enact an ordinance regulating the ownership, possession, legal transfer, lawful transportation, registration, or licensing of firearms when the ownership, possession, transfer, or transportation is otherwise lawful under the laws of this state. An ordinance regulating firearms in violation of this section existing on or after April 5, 1990, is void.

Simply put, Iowa’s rabidly anti-gun Attorney General has issued a ‘finding’ where he announced that he would not be prosecuting municipalities for violating this code section.

This, in effect, gave cities and counties an open door to step through in violating your rights.

Since that ‘finding’ was issued, Iowa Gun Owners has worked in the legislature to strengthen Iowa’s pre-emption statute so as to take any decision making authority away from the Attorney General.

However, when the legislation came up in the House Public Safety Committee in February of 2012, Republican Committee Chairman Clel Baudler GUTTED the bill and sided with anti-gun legislators in the committee to add numerous areas where guns were prohibited all across the state!

So the very legislation that was designed to protect Iowans from a capricious, patchwork system of laws was used to increase the number of places where you and I would be helpless in the face of a criminal attack.

Seeing this happen, IGO immediately put out the call to have you, our members, contact their legislators and demand that they kill this bill which is what ended up happening.

So for the time being, that’s why little towns like George, IA think that they can flaunt state code, and that problem will continue until we augment our state’s pre-emption statue.

That’s why it’s vital that we continue to fight together to stop these “Boss Hogg” efforts wherever they pop up!

I wondered who would be calling me so late last night as my cell phone rang, before I remember that I’d set the office line to forward to my cell before I left the Iowa Gun Owners office earlier in the day.

But late last night I started getting calls, emails, and Facebook messages from IGO members in NW Iowa alerting me to an anti-gun ordinance being voted on by the George, IA City Council tomorrow!

While we’re somewhat used to these types of proposals coming from places like Iowa City and Dubuque – it is surprising to see towns in extreme NW Iowa pushing these proposals.

The ordinance would destroy your right to carry a defensive weapon on all city property – leaving you defenseless in the face of a violent criminal attack.

This would include places like the George city park, the town baseball diamonds, the town hall, the town swimming pool complex and more!

“Gun free zones,” like the one being proposed in George, are killing zones pure and simple as the recent shooting in Ft. Hood makes all too clear as the only people left carrying weapons in these zones are the criminals looking for easy targets!

But there is more.

You see, which ever city council member is pushing this proposal in George left a nice little carve-out for themselves and their friends so that while you and I can’t carry in all of the places listed above, they and their families can be safely armed!

The proposal reads, “An ordinance prohibiting firearms or weapons in city buildings or on city property with the exception of elected officials and law enforcement.”

The arrogance of this leaves me speechless.

Your family will be safe as long as you’re elected to city office, county office, or any higher office.

But if you’re just an “ordinary taxpayer” who pays for the town pool, the town hall, or the town baseball complex, you’ll have to “shelter-in-place” and hope that a deputy can get there in time to protect you and your family.

Even worse – when IGO members called the city council office today asking to be placed on the agenda to speak to the city council about this proposal, the city clerk is refusing to add them to the agenda and is hanging up on citizens!

This is outrageous.

That’s why I need your immediate help with this. Several months ago, the Dubuque City Council tried something similar in their town and when gun owners from all over the state got involved, the council quickly and apologetically withdrew their proposal.

We need to do it again. The more towns that get away with this, the worse off we’ll be as other towns will follow suit in a domino effect.

You and I are the ones who will pay the price as a result.

So please, immediately, contact the members of the George City Council and demand that they not move this proposal forward and that they apologize for even trying to clamp down on our gun rights while leaving a carve-out for themselves and their families!

The council is trying to do this quietly and quickly without much time for gun owners to voice objections. Those that do try aren’t even allowed to get on the council’s agenda to voice their concerns.

The vote is tomorrow according to their published agenda – so please make your calls today!"

"Tell the Iowa Senate to Act NOW on the Suppressor Legislation

IFC and NRA work hard year in and year out to advance firearms freedoms for Iowans, but especially during the annual legislative session. This year, after great initial success, we are faced once again with the prospect of the General Assembly ultimately failing to send strong Second Amendment legislation to the Governor for his signature.

Last month, House File 2381 – the IFC and NRA supported bill to legalize suppressors in Iowa – was passed by the House with an overwhelmingly bipartisan majority of 83 percent! This was a tribute not only to the intrinsic merits of this common sense safety measure, but to the willingness of House leadership to advance strong pro-gun reforms. In recent years they have passed and sent to the Senate good Second Amendment and self-defense related legislation such as Castle Doctrine, Privacy of Records for holders of Weapons Permits and an RKBA amendment to the Iowa Constitution.

Unfortunately, these bills, which would have restored and protected the rights of Iowans, were all killed upon reaching the Senate.

A Roadblock to Progress

These bills died in the Senate not for lack of overall support, but because the rules and traditions of the Senate allow one, or a handful, of individuals to wield extraordinary power. This power can be and has been abused in order to prevent a fair hearing on legislation and even to thwart the will of the majority. Senator Robert Hogg (D-33), Chairman of the Judiciary Committee, has decreed that he will allow no “gun bills” to advance through his committee. So far, he has enforced that roadblock. In the case of the Suppressor Bill, he enlisted Senator Thomas Courtney (D-44) to hold it in subcommittee without a hearing.

Senator Hogg is doing this despite the fact that well over half of the members of his own Democrat caucus (and all of the Senate Republicans) support the bill and want a chance to vote on it this year. Senator Dennis Black (D-15) led them, backed by your letters and calls, in a determined effort to convince Senator Hogg to move the bill.

Unfortunately, that effort failed and the deadline for committee approval has passed. But a chance remains for passage of this important legislation, one that will require YOU to speak up and make your voice heard once more. Your strong support for legalizing suppressors has been recognized by legislators and it has opened the possibility for a last minute deal between House and Senate leaders to attach the language of HF2381 to other bills that are still alive as the General Assembly prepares to adjourn. Senator Hogg, in willful defiance of a clear legislative majority, is attempting to spike any such agreement.

Call to Action

Your help NOW is essential to convince Senate leaders that it is more important to honor the will of the people of Iowa and the majority of legislators than it is to avoid bruising the ego of a powerful committee Chairman. Please send an email to your Senator IMMEDIATELY and remind them of the importance of Second Amendment issues to Iowans! Respectfully, but firmly, insist that your Senator do everything possible to see that Senator Hogg abandons his obstructionism and permits this bill to receive a vote on the Senate floor, and to tell their leadership to bring the suppressor bill back from the grave.

Don’t allow your own senator to use Senator Hogg as a scapegoat for inaction. If your senator isn't fighting for open debate on this bill, he or she is not fighting for you and your rights!  This task isn’t difficult, but it is essential. Keep your message simple and respectful, but direct. Your voice MUST be heard again NOW if we are to achieve a victory for your Second Amendment freedoms this year!

Yesterday’s tragic shooting at Ft. Hood raises the question once again: How many more lives must perish before Congress repeals the ban on service members carrying guns?

We now know that Ivan Lopez, an Iraq War veteran, brought a .45 caliber semi-automatic handgun onto Ft. Hood yesterday and killed three other people, before killing himself.

Fox News reports that the rampage ended when a female MP drew her weapon, causing Lopez to take his own life.

It was previous base shootings like this one that prompted Rep. Steve Stockman (R-TX) to introduce H.R. 3199 last year, a bill to repeal the ban on carrying firearms on military bases.

Rep. Stockman blasted the glaring double-standard that keeps our servicemen disarmed.

“Why are civilians at a restaurant allowed to defend themselves but soldiers trained in firearms aren’t?” Stockman asked.  “Why can’t we extend common sense gun laws like open carry to our soldiers?”

Ret. Sgt. Alonzo Lunsford -- who survived the 2009 Ft. Hood shooting, despite being shot 7 times by Nidal Hasan -- shocked an MSNBC host today when he said “I think more guns” is the answer.  

“Had it been where other service members [had] guns or weapons on them at that time,” Sgt. Lunsford said, “I don’t think [Lopez] would have reacted the way that he was reacting.”

It is imperative that gun owners urge their Representatives to cosponsor H.R. 3199.  Every time we repeal another gun-free zone, we take away another killing zone that the Left can use to clamor for gun control.

To be sure, the political Left has spent the entire day trying to exploit this tragedy in hopes of resurrecting calls for gun control. 

Should we ban those on anxiety meds?  How about servicemen with PTSD?  What about just anyone who is seeking psychiatric counseling?

These are the questions that MSNBC hosts have raised today.  But over and over again, even their own liberal guests continue to shoot down the idea that society can accurately predict which non-violent individuals are likely to commit violence in the future:

* Former FBI agent and criminal profiler, Clint Van Zandt:  “There is no real litmus test for who’s going to commit violence.”

* NBC reporter Jim Miklaszewski:  “[Psychologists] saw no sign of likely violence or suicidal tendencies from [Ivan] Lopez.”

* Dr. Devi Nampiaparampil, a NYU professor:  “PTSD by itself, it doesn’t make people violent.”

So even though gun grabbers are trying to use tragedies like this to expand gun laws -- making them even more draconian -- the dirty little secret among the “intelligencia” is that background checks are doomed to fail:

* Remember Adam Lanza at Newtown, Connecticut?  He stole his firearms from his mother, whom he murdered.

* Or how about the Clackamas Mall shooter?  He stole his AR-15, just as Lanza (one week later) would steal his firearms.

* Then there was the James Holmes at the Aurora theater in Colorado.  He passed two background checks.

* Or how about Jared Loughner in Tucson, Arizona?  He passed a background check.

No wonder that America’s police officers, by a 2-to-1 margin, support concealed carry as the answer to large scale shootings -- as compared to expanding mental health checks for gun buyers.  (See page 6.)

“Saving lives by allowing trained soldiers to carry firearms should be an easy fix,” said Rep. Stockman.  “No reasonable person can oppose that.”
